A Florin STR operator must hold THREE separate licenses: (1) Short-Term Rental Permit from Planning & Environmental Review, (2) Business License from the Department of Finance, and (3) Transient Occupancy Tax (TOT) registration with Finance.
The STR Business License (Ch. 4.08) is required for any residential dwelling unit used for transient occupancy of 29 days or less. The Business License is separate from the STR Zoning Permit under Zoning Code Chapters 3.9.3 and 6.5.6. The TOT registration is required because Sacramento County Code Chapter 3.08 imposes a 12% transient occupancy tax on every rental under 30 days. All three must be issued before listing on Airbnb, Vrbo, or any platform - missing any one is a violation.
Operating without all three licenses subjects the property to administrative fines, permit revocation, and back-assessment of TOT plus penalties and interest. Sacramento County also bills Sacramento Tourism Marketing District and Infrastructure District assessments on top of the 12% TOT.
