California Fish and Game Code §251.1 prohibits harassment of wildlife, and Sacramento County's nuisance rules prohibit conditions that attract rodents and predators. Intentional feeding of deer, coyotes, raccoons, or feral cats is discouraged and can trigger code-enforcement action when it creates a nuisance.
While Sacramento County does not have a stand-alone wildlife-feeding ban, the nuisance abatement provisions in SCC Chapter 16.18 cover conditions that attract or harbor vermin and predators. Feeding deer is also discouraged statewide by CDFW because it spreads disease and conditions deer to roads. Bird feeders are generally allowed unless they cause rodent infestation or significant droppings on neighboring property.
