Commercial door-to-door solicitors in Galt must obtain a solicitor permit from the Galt Police Department, including a background check, before canvassing residences. Religious and political canvassers are exempt under the First Amendment.
Galt Municipal Code Title 5 requires persons engaged in commercial peddling, soliciting, or canvassing from house to house to obtain a solicitor permit from the Galt Police Department. The application requires identification, a description of the goods or services offered, the employer name, a criminal background check, and payment of a permit fee. Permits must be displayed on the person of the solicitor upon request. Hours for door-to-door solicitation are typically limited to 9 AM to 6 PM (or sunset, whichever is earlier) Monday through Saturday. Religious, charitable, political, and nonprofit canvassing are constitutionally protected and exempt from commercial permit requirements under the First Amendment (Watchtower v. Stratton, 2002), but may still be required to observe general time limits and no-knock signage. Residents may post No Solicitors signs, and solicitors must respect these signs or face citation for trespass.
Soliciting without a permit is a misdemeanor. Administrative citation under GMC Chapter 1.16 starting at 100 dollars; criminal citation possible for repeat violations.
