76 splits solicitation into two tracks. 010 requires anyone visiting houses to solicit food, clothing, alms, money or charitable assistance, or soliciting on a public street, to first get a permit from the chief of police; the section exempts members of a benevolent, charitable, church or similar organization acting for that purpose. 50 a day. 030 requires that registration application go to the city clerk, who refers it to the chief of police for approval or denial, and bars issuing the registration until a $1,000 surety bond is filed to guarantee compliance and the applicant's integrity.

040 requires fingerprinting before the chief of police acts on the application, and a separate registration and bond for each individual solicitor even if they all work for the same employer. 070 requires the certificate of registration, valid for at least 30 days, to be carried on the solicitor's person at all times while going house to house. 090 lets the city clerk waive these requirements if the applicant already holds a valid Sacramento County solicitation permit.
