Folsom residents may post 'No Soliciting' or 'No Trespassing' signs and solicitors β commercial or otherwise β must honor them. Ignoring a clearly posted sign or refusing to leave when asked is a violation of both FMC Β§5.16 and California Penal Code Β§602.
Under Folsom Municipal Code Β§5.16, commercial solicitors holding a city permit are prohibited from knocking, ringing, or otherwise soliciting at any residence that displays a clearly visible 'No Soliciting' sign at the front entrance. For non-commercial canvassers (religious, political), the First Amendment protects their right to approach initially, but once asked to leave (or upon seeing a clear no-trespassing sign) further presence on the property becomes criminal trespass under Penal Code Β§602(k)/(o). Folsom PD advises residents to document violations with photos/video, request the solicitor's name and permit number, and report to non-emergency dispatch. The Federal Trade Commission's Do Not Call Registry does not cover door-to-door solicitation, so clear signage is the primary tool. HOAs may impose additional 'No Solicitation' rules for entire communities, often enforced at gated entrances.
Solicitation despite posted sign: permit suspension/revocation plus misdemeanor fine up to $1,000 (FMC Β§5.16). Refusing to leave: misdemeanor trespass under PC Β§602 β up to 6 months jail and/or $1,000 fine.
