Rhode Island's State Building Code (SBC-1) under RIGL §23-27.3 adopts IRC Appendix G which covers spas and hot tubs. Providence, Cranston, Pawtucket, and Woonsocket building departments require a building permit and electrical permit for hot tub installation. GFCI protection is mandatory per NEC Article 680 adopted by reference. A listed safety cover conforming to ASTM F1346 can substitute for the 48-inch barrier requirement that applies to pools — this is a key RI provision making hot tubs easier to install than full pools. Setbacks follow local zoning, typically 5 to 10 feet from side property lines in Providence County residential districts. Weight considerations are significant — a filled hot tub can weigh 3,000-5,000 lbs, and deck installation requires structural review. Indoor installations require ventilation per IMC. Drainage must not discharge to storm drains or neighbor property — RI DEM stormwater rules apply, and chlorinated water should be dechlorinated before discharge. Coastal properties need CRMC review under RIGL §46-23. Historic district properties require HDC approval under RIGL §45-24.1.
