Mobile, AL Swimming Pools & Spas: Pool Permits (2026)

Pool installation in the City of Mobile is reviewed by Build Mobile's Permitting & Inspections Division under Chapter 11 (Buildings) of the Code of Ordinances and the Alabama-adopted International Residential Code (IRC). For one- and two-family dwellings, the IRC's pool barrier provisions (Appendix G / Section AG105) apply: a barrier at least 48 inches tall measured on the side facing away from the pool; no openings that allow passage of a 4-inch sphere; ground clearance no greater than 2 inches over a non-solid surface or 4 inches over a solid surface; and any gate must be self-closing and self-latching, opening outward from the pool, with the latch placed at least 54 inches above grade (or otherwise shielded so it can only be reached from the pool side). Where a wall of the dwelling forms part of the barrier, doors providing direct pool access must have an alarm or other approved means of compliance. Zoning placement (setbacks, lot coverage) is governed by the underlying district under Chapter 64 (Unified Development Code), and pools must respect those yard minimums. Public/semi-public pools (apartment complexes, hotels, HOA pools) are additionally regulated by the Mobile County Health Department under its Rules for the Construction, Equipment, and Operation of Swimming Pools, including a separate plan review and operating permit.
