Clark County Code Title 22 Chapter 22.20 adopts the Southern Nevada Swimming Pool & Spa Code (SNPSC), which is based on the International Swimming Pool & Spa Code with regional amendments. SNPSC Section 305 sets residential barrier rules: top of barrier (including gates) must be at least 60 inches above adjacent grade measured from outside the enclosure (or an 8-foot non-climbable barrier measured on the inside); maximum vertical clearance under the barrier is 4 inches. Chain-link mesh openings cannot exceed 1ΒΎ inches. For barriers with horizontal members 45 inches apart or more, vertical spacing cannot exceed 4 inches; closer rails must be on the pool side. Gates must be self-closing and self-latching, with the release at least 3 inches but no more than 6 inches from the top, and no openings larger than Β½ inch within 18 inches of the release. Public/semi-public pools (apartments, HOAs) follow Nevada Administrative Code 444 and are inspected by the Southern Nevada Health District. Clark County Building & Fire Prevention (702) 455-8011 issues residential pool permits.
Installing or remodeling a residential pool without an SNPSC-compliant barrier β under 60 inches tall, more than 4 inches of ground clearance, openings exceeding the 4-inch sphere or 1ΒΎ-inch chain-link rule, or a non-self-latching gate β fails Title 22 inspection and can support a stop-work order or red tag.
