North Las Vegas pools must meet the federal Virginia Graeme Baker Pool and Spa Safety Act for drain covers plus state and local rules on barriers, alarms, and electrical safety.
Beyond the 48-inch barrier, North Las Vegas residential pools must comply with layered drowning prevention standards drawn from the 2024 International Swimming Pool and Spa Code, the International Residential Code, Nevada Administrative Code 444, and the federal Virginia Graeme Baker Pool and Spa Safety Act (VGB Act, Public Law 110-140). The VGB Act requires anti-entrapment drain covers and, where single main drains exist, secondary entrapment prevention systems. Pools must have GFCI-protected electrical circuits, proper equipotential bonding of reinforcing steel and metal components, and code-compliant lighting. Where the dwelling wall forms part of the barrier, doors to the pool area must have a pool alarm or self-closing, self-latching device. Above-ground pools require removable or lockable ladders. Public and semi-public pools in North Las Vegas (apartments, HOA common pools) face additional Southern Nevada Health District permitting and lifesaving equipment requirements under NAC 444.320. Local enforcement is through North Las Vegas Building and Safety and Code Compliance, with serious violations escalating to civil penalties.
Missing VGB-compliant drain cover: federal and local enforcement, pool closure, and fines. Barrier or alarm failure: citation and corrective order. Electrical issues: stop-use order until remediated.
