North Las Vegas, NV Swimming Pools & Spas: Pool Permits (2026)

Title 15 Chapter 15.72 sets the City's building-permit rules. Section 15.72.140(A) requires a permit before any regulated structure is erected, altered or moved, but subsection (D) lists work exempt from that requirement. Item 12 exempts "a storable swimming or wading pool as defined in the Southern Nevada Pool Code which is accessory to a single-family dwelling and in which the pool walls are entirely above the adjacent grade", the classic inflatable or ring above-ground pool. Item 14 separately exempts portable spas accessory to a single-family residence "with all heating and circulating equipment integral to the manufactured product." Anything that doesn't fit those descriptions, a permanently plumbed or structurally installed above-ground pool, falls back under the general permit requirement of subsection (A) and must be reviewed by the Building Official.

Once a permit is needed, § 15.72.280's Table 3-F sets the valuation used to calculate the fee: a standard in-ground swim pool is valued at $36.00 per square foot, an "Above ground (over 5K gals)" pool at $16.00 per square foot, and a pool deck at $6.00 per square foot. That valuation, not the contractor's invoice, is what the Building Division uses to compute permit and plan-check fees unless a signed contract price is submitted instead. Even an exempt storable pool must still comply with the barrier and alarm requirements of Chapter 15.84, the International Swimming Pool and Spa Code, and applicable electrical bonding rules, exemption from a permit is not exemption from the safety code itself.
