10.50.030 - Parking Zones—Qualifications. Any residential area within the City shall be deemed eligible to apply for a residential permit parking zone providing the area in question meets the requirements of subsections A., B. and C. and, in addition, the requirements of either subsection D. or subsection E.:A.The residential area requesting a residential permit parking zone is in close proximity to a commercial or other development with a high parking demand;B.The streets for which a residential permit parking zone is requested are primarily residential streets;C.A signed petition requesting the zone which contains signatures representing fifty-one (51) percent of the residences affected is submitted to the City Traffic Engineer;D.A parking study has been submitted which shows that seventy (70) percent or more of the available on-street spaces are occupied, for a period in excess of two hours between the hours of 8:00 a.m. and 6:00 p.m. and that twenty-five (25) percent of the parked vehicles are nonresident vehicles;E.The residential area is in close proximity to an area or development that, on an annual basis, hosts at least five special events with a high parking demand.
