020 makes it unlawful to 'abandon a vehicle upon public or private property within the City without the consent of the owner or person in control or management' of that property, and separately bars leaving an inoperable, publicly visible vehicle in a multifamily parking lot for more than seven consecutive days. 010 layers on additional prohibitions: no vehicle may stay in the same spot on the same street for more than seventy-two consecutive hours (or seventy-two hours within any ninety-six-hour window across adjoining stretches of the same block), and unregistered or unplated vehicles can't be parked on the street at all.

Violations & Fines
Abandoning a vehicle on public or private property, or leaving it on a public street past seventy-two hours, is a $75 civil fine plus $25 for each of the first two late payments under §§ 10.61.010.A.1 and 10.13.140. Beyond the fine, the vehicle can be towed to a City-designated garage under § 10.61.030, and the registered owner is billed the full towing and storage cost under § 10.61.050.
