010, in the Animal Code's nuisance chapter, opens by declaring that the roosting or lingering of wild pigeons poses a health hazard in addition to offending 'the aesthetic senses by pigeon contamination,' and formally declares that roosting or lingering a public nuisance. The operative prohibition follows: it is unlawful for any person to encourage the lingering, roosting, or congregating of wild pigeons by providing food intended for pigeon ingestion on public or residential property, and the code spells out that 'food' covers grain, seeds, greens, bread crumbs, and miscellaneous food scraps, not just commercial birdseed.

The ban targets feeding as the mechanism that draws and holds flocks, rather than pigeons themselves, and applies City-wide on both public and residential land; it does not reach commercial or industrial property by its terms. 030 governing kept fowl and birds: no rooster or male fowl over three months old is allowed anywhere in the City, any bird or fowl kept within 60 feet of a neighbor's dwelling needs that neighbor's written, unrevoked consent on file with the City, and any coop or enclosure must be confined, kept out of basements and cellars, and kept free of offensive odors.
