North Las Vegas, NV Animal Ordinances: Pet Store Rules (2026)

145, adopted by Ordinance No. 3053 on December 16, 2020 as part of a full rewrite of Title 6 (the Animal Code), prohibits any pet shop in the city from displaying, selling, delivering, offering for sale, bartering, auctioning, giving away, brokering, or otherwise transferring or disposing of a dog, cat, rabbit, or potbellied pig: with one exception: animals obtained from an animal shelter, nonprofit humane society, or nonprofit animal rescue organization. That single carve-out functions as the city's puppy-mill ordinance, closing off the commercial pipeline from breeders and brokers into retail stores.

Every pet shop must also keep records documenting where each covered animal came from for at least one year after acquisition, and must produce those records immediately on request to law enforcement or other City employees enforcing Title 6. 160 makes it a misdemeanor for a retailer or dealer to knowingly sell an animal with a terminal illness or a condition requiring immediate hospitalization, with the court authorized to bar a convicted seller from selling any animal for up to a year. 145 blocks the breeder-to-retail-shelf pipeline outright rather than merely regulating it, a shop that wants to sell a dog or cat in North Las Vegas has exactly one lawful source.
