Nevada NRS 461A is considered the strictest state pool safety law in the US and applies to all residential pools and spas in Henderson and Clark County. Required safety features include a 5-foot non-climbable barrier on all sides, self-closing and self-latching gates opening outward with latches 54 inches high, VGB-compliant anti-entrapment drain covers, and, where the dwelling forms part of the enclosure, audible door alarms or self-closing self-latching devices on doors leading to the pool area. Pool covers used as secondary safety must meet ASTM F1346. Henderson strongly recommends, but does not universally mandate, additional layers such as pool alarms, immersion detectors, and swimming lessons for young children. Clark County leads Nevada in child drowning incidents and enforcement is vigorous. Commercial and community pools, common in master-planned HOAs like Anthem, Green Valley Ranch, and Inspirada, are regulated additionally by the Southern Nevada Health District including water quality, lifeguard rules, and signage.
Non-compliance with NRS 461A is a misdemeanor with fines up to 1,000 dollars per violation and major civil liability exposure. Child drownings can trigger criminal negligence charges.
