Beyond the 60-inch enclosure, Placer County (per CBC 3109, PCC 15.04.320 and HSC 115923) requires at least one additional drowning-prevention safety feature, such as ASTM-compliant removable mesh fencing, an ASTM safety pool cover, exit alarms on house doors/windows, a self-latching house-door device, or a pool alarm.
Under the County's 'Private Swimming Pool & Spa Safety Requirements,' a private single-family pool or spa must have the required permanent enclosure AND at least one of the following drowning-prevention safety features: (a) removable mesh fencing meeting ASTM F2286 with a self-closing, self-latching, key-lockable gate; (b) a manual or power safety pool cover meeting ASTM F1346; (c) exit alarms on doors and windows of the home that provide direct access to the pool, sounding a continuous audible alarm or verbal warning when opened (battery or hardwired; a home security alarm is not acceptable); (d) a self-closing, self-latching device with the release mechanism placed no lower than 54 inches above the floor on house doors with direct pool access; (e) a pool alarm certified to ASTM F2208 (individual wearable alarms do not qualify); or (f) another protection equal or greater, independently verified to a recognized standard. The contractor must give the consumer notice of the Swimming Pool Safety Act under Health and Safety Code Section 115924. Self-contained spas with an ASTM F1346-91 locking safety cover are exempt from the fence enclosure requirement.
The pool/spa may not be filled until the required enclosure and at least one approved safety feature are in place. Owners and occupants must maintain these features. Code enforcement is handled by CDRA; the County will not issue the swimming pool permit without the signed safety acknowledgment.
