Texas Health & Safety Code 757.004 requires every gate in a pool-yard enclosure to be self-closing and self-latching, to open outward away from the pool, and to have hardware allowing it to be locked. These rules apply countywide.

Chapter 757 requires each gate in the enclosure to have a self-closing and self-latching device and hardware enabling it to be locked by padlock or built-in lock. Gates must open outward, away from the pool yard. The latch generally must sit at least 60 inches above the ground, or 42 inches or higher if the gate can only be opened by key, card, or combination from both sides. These provisions apply to every pool, hot tub, or spa over 18 inches deep, in cities and on unincorporated Galveston County land.
