Residential pool and spa safety in unincorporated Lassen County is set by the California Swimming Pool Safety Act (Health and Safety Code 115922-115929), enforced through the County's adopted 2022 California Residential Code. New or remodeled pools must include at least two of seven drowning-prevention safety features and anti-entrapment drain protection.
Lassen County has not adopted a separate pool-safety ordinance; instead its building official enforces California state law under Title 12 of the County Code. Under HSC 115922, when a building permit is issued for a new pool/spa or a remodel at a private single-family home, the pool must be equipped with at least two of seven features: (1) an isolation enclosure meeting HSC 115923; (2) removable mesh fencing meeting ASTM F2286 with a self-closing/self-latching gate; (3) an approved safety cover meeting ASTM F1346-23; (4) exit alarms on doors/windows with direct pool access; (5) self-closing, self-latching devices on access doors with a release height of 54 inches; (6) an ASTM F2208 water-detection (pool) alarm; or (7) another approved means providing equal protection. Certain combinations cannot be paired to satisfy the requirement. HSC 115928 also requires anti-entrapment drain protection - at least two hydraulically balanced suction outlets per pump, secured with anti-entrapment grates and separated by at least three feet. These features are verified at final inspection before the pool can be used.
A pool that lacks the required two safety features or compliant drain covers fails inspection and cannot be operated. Code enforcement may cite the property owner, and non-compliance creates significant civil-liability exposure. Disabling alarms, covers, or latches after approval is a violation of the adopted code.
