Because Merced does not add stricter local pool-safety amendments, these state standards are the operative safety rules enforced through the City's building-permit and inspection process.
A pool that lacks the required two safety features or compliant anti-entrapment outlets cannot pass final inspection; operating or completing a pool without compliance can lead to code-enforcement action under the Municipal Code.
