For public and community pools and spas, the County's Environmental Management Agency operates a separate Public Swimming Pool and Spa Program that performs plan review, multi-stage construction inspections, water-quality checks, and safety-equipment verification under the California Health and Safety Code and California Code of Regulations; that program does not cover private backyard pools. Property owners should confirm whether any community or HOA pool is subject to the public-pool program and verify current safety requirements with the relevant County department before construction.
Pools that fail to provide the required safety features or anti-entrapment outlets cannot pass final building inspection. Public pools regulated by Environmental Health may be ordered closed for safety-equipment or water-quality violations.
