NY Executive Law 387(14) and 19 NYCRR 1228.2 require every residential pool built or substantially modified after December 14, 2006 to have a pool alarm meeting ASTM F2208, capable of detecting entry at any point on the water surface. The federal Virginia Graeme Baker Pool and Spa Safety Act (15 USC 8001 et seq) requires anti-entrapment drain covers on all drains. NY Residential Code 19 NYCRR 1220 Appendix G (effective May 2020) also requires barriers around all pools over 24 inches deep (see separate fencing entry). In Orange County, each town's code enforcement officer inspects pool installations before issuing a final Certificate of Occupancy, checking alarm installation, drain covers, barrier compliance, GFCI protection (NEC Article 680), and proper electrical bonding. Signage warning of no diving is required for many pools. Violations under GBL 224-a can reach 5,000 dollars per day per violation.
