Pool alarms, emergency signage for public pools, and compliant lighting apply, and residential pools serving childcare need additional protections.
Pool safety in NRH is regulated by a stack of state, federal, and local rules. The federal Virginia Graeme Baker (VGB) Pool and Spa Safety Act, enacted in 2007, requires all public and residential pools to have ANSI/APSP-16 certified anti-entrapment drain covers rated for the flow of the pool. Single-drain systems also require a secondary anti-entrapment device such as a safety vacuum release system (SVRS), a suction-limiting vent, a gravity drainage system, an automatic pump shut-off, or drain disablement. Residential pools must use these drain covers even when replacement is not required by recall. Texas Health and Safety Code Chapter 757 imposes the barrier requirements (see Fencing Requirements). Residential pools attached to a licensed home daycare face tightened Texas HHSC requirements including closer supervision ratios, additional barriers, and life-saving equipment on site. All residential pools should have a readily accessible life ring or shepherd's hook, a telephone or working mobile for 911, and at least one pool owner trained in CPR. Pool lighting must be GFCI-protected and bonded per NEC Article 680. Public and commercial pools have additional signage, first aid, and operator training rules administered by Tarrant County Public Health.
