Ohio's residential/building code (Section 3109) requires a 48-inch barrier around residential pools, self-closing and self-latching gates opening away from the pool, and openings too small to pass a 4-inch sphere.
Pool safety in Lorain County follows the Ohio Building/Residential Code. Section 3109.4.1 requires the barrier top to be at least 48 inches above grade; Section 3109.4.1.1 blocks passage of a 4-inch-diameter sphere through openings; and Section 3109.4.1.7 requires pedestrian gates to open outward, be self-closing, and have a self-latching device. Ground clearance below the barrier may not exceed 2 inches. The City of Lorain adds a locally lockable gate under Zoning Code 10.29(D). These rules are enforced by the city or township building department, not by Lorain County, for pools inside incorporated areas.
A pool lacking a self-latching gate or compliant barrier is an attractive nuisance and code violation; the building official can order compliance and impose municipal penalties.
