Yuba County Code §10.40.035 requires every new single-family pool to include at least one of six listed drowning-prevention features, and §10.40.046 requires anti-entrapment dual circulation drains. Under Yuba County Code §10.40.035, whenever a construction permit is issued for a new swimming pool at a private single-family home (effective January 1, 2007), the pool must be equipped with at least one of these features: (1) an enclosure meeting §10.40.040; (2) removable ASTM F2286 mesh fencing with a self-closing, self-latching, key-lockable gate; (3) an approved ASTM F1346 safety pool cover; (4) exit alarms on all doors providing direct pool access; (5) self-closing, self-latching devices on those doors with a release mechanism no lower than 54 inches above the floor; or (6) a pool alarm meeting ASTM F2208. The County mirrors state law here — §10.40.035 cites H&S Code §115922 and §10.40.046 cites H&S Code §115928. For new pools and spas, §10.40.046 requires the suction outlet to provide circulation, at least two hydraulically balanced circulation drains per pump separated by at least three feet, and anti-entrapment grates meeting ASME/ANSI A112.19.8 on outlets less than 12 inches across. Remodels of existing pools must upgrade the suction outlet to a current ASTM/ASME anti-entrapment cover (§10.40.047, citing H&S Code §115928.5). Before final approval, the Building Official must inspect these devices (§10.40.035(c)). Anyone contracting to build a pool must give the consumer notice of these requirements (§10.40.045).
Missing or non-compliant safety features prevent final permit approval, since the Building Official must inspect the drowning-prevention devices and may approve only if no violations are found (§10.40.035(c)). Non-compliant suction outlets violate §10.40.046/§10.40.047.
