Pedestrian gates must open outward, self-close and self-latch. Doors and windows with direct pool access need water-hazard alarms. Community and HOA pools follow DHEC Reg. 61-51, which requires a four- to six-foot fence.
Under adopted ISPSC Section 305.3, access gates must be self-closing with a self-latching device and open away from the pool. Where a house wall serves as the barrier, doors and low windows need a listed water-hazard entrance alarm, an ASTM F1346 safety cover, or self-closing/self-latching doors (Section 305.4). Public, HOA and apartment pools in South Carolina are separately regulated by SC DHEC Regulation 61-51, which requires enclosure fencing and gates that latch automatically. These layered rules target child drowning prevention across the Grand Strand.
Missing gate self-latching hardware or required door/window alarms fails final inspection; DHEC can suspend a public pool's operating permit for barrier violations.
