Waukesha County's pool safety controls in Section 3.19(1) are child-access rules: a four-foot wall or fence around the immediate pool area, and for above-ground pools an access ladder that can be locked, tipped or otherwise placed to prohibit access by children. Pools must also be for the use of the property's occupants and their guests only. For public and semi-public pools, Wisconsin's SPS 390.19(4) requires a barrier at least five feet high with self-closing, lockable gates. The Wisconsin Uniform Dwelling Code does not add its own residential pool safety-barrier standard, so these county and state rules govern.
