ORS 431A.190 gives local public health authorities power to enact stricter tobacco rules so long as they do not conflict with state minimum standards. The Oregon Health Authority continues to study flavored product regulation, and OAR 333-015-0078 imposes packaging restrictions intended to reduce youth appeal statewide.
