Wichita has no local ordinance restricting flavored cigarettes, cigars, or vape products. Kansas has not enacted a statewide flavor ban. Federal FDA rules prohibit flavored cartridge-based vape products, but disposables, menthol cigarettes, and flavored cigars remain legally sold.
Several states and cities, including California and Massachusetts, have banned the sale of flavored tobacco and electronic nicotine products. Kansas has not adopted a comparable statute, and Wichita has not passed a local flavor ordinance. As of 2026, the federal FDA enforcement priority covers cartridge-based electronic cigarettes in flavors other than tobacco and menthol, but disposable vape devices, menthol cigarettes, flavored cigars, and shisha tobacco remain legal at retail in Wichita. Kansas has, however, implemented a vape product registry that restricts which electronic cigarette brands and flavors can be lawfully sold by Kansas-licensed retailers.
No local flavor-ban enforcement exists. Federal FDA actions against unauthorized cartridge flavors are pursued by FDA Center for Tobacco Products, and unregistered vape products violate state law.
