Bin placement rules are set by individual Cuyahoga County municipalities. Most cities require carts placed at the curb or tree lawn with wheels toward the house, 3 feet from obstacles, and not in the street or sidewalk. Cleveland requires carts in the tree lawn or driveway apron facing the street.
Cleveland Codified Ordinance Β§551.42 requires 65/95 gallon carts placed on the tree lawn (the strip between sidewalk and curb) with handles facing the house and wheels toward the street, at least 3 feet from mailboxes, utility poles, and parked cars. Carts cannot block sidewalks, ADA ramps, or travel lanes. In alley-served neighborhoods (common in Tremont, Ohio City, Detroit-Shoreway) carts go in the alley. Lakewood, Cleveland Heights, and Shaker Heights have similar tree-lawn placement rules. Most suburbs prohibit storing carts visible from the street between collection days - Shaker Heights CO Β§521.09 requires carts stored behind the front building line.
