Containers placed so they obstruct traffic, access, parking or drainage, or stored in a way that creates a nuisance, can be cited under Chapter 32 and abated as a public nuisance under Section 32-9(a). Persistent obstruction or improper storage may also be addressed through Chapter 42's administrative code-compliance process, which carries infraction fines and daily civil penalties.
