Hamilton County sets no countywide bin-placement rule. In Fishers, Republic Services issues wheeled carts that must be set at the curb by the morning of the service day, and Fishers Sec. 50.04 makes it unlawful to collect garbage, refuse or trash in residentially zoned areas between 9:00 p.m. and 6:00 a.m., which effectively brackets when trucks run. Carmel, Noblesville and Westfield have similar curb-setout expectations through their hauler programs. Between pickups, carts should be stored so they do not sit in public view as debris, which cities can cite under their nuisance/property-maintenance codes.
Collection-hour violations by a hauler are penalized under Fishers Sec. 50.99 ($100/$200/$500). For residents, carts left out or stored as visible debris can be cited as a property-maintenance nuisance by city code enforcement.
