Collection is arranged city by city. Fishers runs a citywide contract (Republic Services) with weekly trash and every-other-week recycling; Carmel, Noblesville and Westfield have their own programs. Under Fishers Code, no one may collect garbage, refuse, trash or recycling in the city without a license.
Hamilton County does not run curbside collection; each city or town does. Fishers amended Chapter 50 of its code in 2024 to authorize an exclusive citywide hauler and requires any collector to be licensed. Fishers Sec. 50.02 makes it unlawful to collect garbage, refuse, trash or recycling in the city without first obtaining a license, and Sec. 50.04 bars collection in residentially zoned areas between 9:00 p.m. and 6:00 a.m. Residents in each city receive wheeled carts and a set weekly service day from the contracted hauler.
Under Fishers Sec. 50.99, a collector who violates Chapter 50 is fined $100 for the first offense, $200 for the second, and $500 for the third, and the hauler's license may be revoked; each day is a separate offense.
