TRO Β§23-120 requires Tulsa TARE customers to place the 96-gallon carts at the curbside or alley edge by 6 AM on the designated collection day. Carts must be placed with handles facing the house, lids fully closed, and spaced 3 feet apart from each other and 3 feet away from mailboxes, parked cars, utility poles, and fire hydrants. Carts must be retrieved from the curb and returned to the storage location within 24 hours of pickup completion. Between collections, carts must be stored out of public view from the street β typically beside the house, in a side yard, garage, or behind a screening fence. Historic Pearl District, Tracy Park, and Maple Ridge overlay zones may impose stricter screening requirements under TRO Β§70 Historic Preservation. Unincorporated county residents follow the terms of their private hauler agreement; TCSO does not enforce bin-placement rules outside city limits, but HOAs can.
