Cumberland County does not provide bulk-item pickup or operate a transfer station. Residents must use their municipal transfer station, an ecomaine drop-off, or schedule a fee-based bulk pickup with their contracted hauler (Casella, Pine Tree Waste, etc.).
There is no county-level bulk-disposal ordinance because Cumberland County does not adopt subject-matter ordinances under its limited authority. Bulk and bulky disposal is handled through three channels: (1) the ecomaine waste-to-energy facility at 64 Blueberry Road, Portland — accepts mattresses, furniture, demolition wood and other bulky residual waste from member towns at posted per-ton tipping fees published in the ecomaine Member Agreement; (2) municipal transfer stations or 'swap shops' in towns like Bridgton, Standish, Harrison; (3) hauler bulky-item pickups by appointment. State-level, 38 M.R.S. ch. 24 establishes the framework for solid-waste facility licensure, and Title 38 M.R.S. § 2147 requires that food waste over certain thresholds be diverted from disposal.
No county penalty. Illegal dumping of bulky items along roadsides or on private land without consent is a civil violation under 17 M.R.S. § 2263-A with a fine of $500–$1,000 minimum for loads over 15 lbs or 27 cubic feet, treble damages, and a mandatory 100 hours of public service.
