Bulky and large-item disposal in unincorporated Sutter County is handled through Recology Yuba-Sutter's free bulky-item collection program. For Live Oak, Marysville, Wheatland and the unincorporated areas, residents receive four free collections per year, with each pickup allowing 'two (2) cubic yards of Bulky Items, including up to four (4) passenger car and light truck tires, plus one large item.' Collections must be scheduled in advance by calling Recology Yuba-Sutter at (530) 743-6933. The program also covers appliances, furniture, carpets and mattresses; a Freon-certification fee of about $17 applies to refrigerators, freezers and air conditioners that require refrigerant removal. As an alternative to a curbside collection, residents may use free transfer-station passes to drop off material themselves. Mattresses can be dropped off free at participating locations or the Recology Marysville Transfer Station (up to four per vehicle per day), and carpet is accepted at the Marysville Transfer Station (3001 N. Levee Rd) for a fee. Bulky-item collection diverts large materials from carts and helps prevent the illegal dumping and accumulation that would otherwise become a property nuisance under County Chapter 1320. Note that bulky-item allowances differ slightly between member jurisdictions; the two-cubic-yard-plus-one-large-item allowance is the standard for the unincorporated county.
Bulky-item rules are program rules set by the Recology franchise rather than a penalty ordinance. Dumping bulky items illegally instead of using the free program can trigger County nuisance enforcement under Chapter 1320 (accumulation of debris / illegal dumping on vacant lots).
