Solid-waste service is mandatory in unincorporated Colusa County under Chapter 32 (Sec. 32-8(a)). Chapter 32 (Ord. No. 452) states that "solid waste services are mandatory in nature" and are financed through user charges and parcel charges (Sec. 32-8(a)). The person generating waste is responsible for proper storage, removal, transport and disposal, and must have waste collected by a contractor unless self-hauling is legally allowed (Sec. 32-4(a)–(b)). Garbage and other similar putrescible wastes must be removed for disposal not less than once every seven days; the environmental health division may require more frequent removal where conditions would propagate vectors, harbor vermin, create a nuisance, or pose a danger to public health (Sec. 32-3(a)). For unincorporated areas, curbside collection is contracted to Recology Butte Colusa Counties, which offers landfill carts in 32-, 64- and 96-gallon sizes. Residents may also self-haul to County facilities: the Maxwell Transfer Station (3852 Co. Rd. 99W, Maxwell) and the Stonyford and Evans Road landfills, with disposal fees set annually by Board resolution effective July 1 (Sec. 32-8(b)). Self-haul vehicles must keep loads securely covered to prevent spillage on public roads (Sec. 32-5). These rules govern the unincorporated county; the cities of Colusa and Williams arrange their own collection.
Storing, hauling or disposing of solid waste in violation of Chapter 32 is a public nuisance abatable by any appropriate proceeding under state or county law (Sec. 32-9(a)). Illegal dumping — depositing waste on any public or private land other than an approved disposal site — is unlawful under Section 32-2(a)(8), and the responsible party is liable for all pickup and disposal costs (Sec. 32-4(g)). Violations may also be cited under Chapter 42 with infraction fines and daily civil penalties.
