Franklin County residents receive solid waste service through the Solid Waste Authority of Central Ohio (SWACO), which operates the Franklin County Sanitary Landfill in Grove City. Individual cities and townships contract with private haulers (Rumpke, Waste Management, Local Waste) for weekly curbside pickup. SWACO sets countywide policies on what may be landfilled.
SWACO was created in 1989 and serves all Franklin County residents. The authority operates a 500-acre landfill off Jackson Pike with a 50-plus year life expectancy. Pickup is typically once weekly, with carts placed at curb by 6 AM on collection day. Hazardous waste, tires, electronics, and yard waste are banned from the landfill. SWACO operates free residential drop-off events and the Environmental Crimes Task Force investigates illegal dumping. The countywide recycling rate reached 50 percent in 2022, the highest in Ohio. Unincorporated township residents must arrange private hauler contracts directly.
Illegal dumping under ORC 3734.03 is a first-degree misdemeanor (up to 1,000 dollar fine and 180 days jail) for small amounts; felony charges for dumping over 100 pounds or hazardous waste.
