For rural and unincorporated residents, Hidalgo County runs a permit-based Solid Waste Disposal Program instead of curbside collection. A vehicle permit purchased at a Precinct Office gives access to any of the thirteen Citizen Collection Stations located countywide, where the resident drops off authorized household solid waste. Permits are $25 for 90 days, $50 for 180 days, $75 for 270 days, and $100 for 365 days; each permit is non-transferable, tied to one vehicle, and the sticker must be displayed on the upper-left inside windshield. Only Hidalgo County rural and unincorporated residents qualify. Because there is no county curbside route, residents who want at-the-curb service contract privately, and residents inside a city receive that city's collection service, not the county's.
Using a station without a valid permit, or bringing waste from a city, can result in refused service; attendants may require proof of origin. Dumping outside an approved station is illegal dumping under Section 365.012, prosecuted separately.
