Dogs in Edinburg must be physically restrained whenever off the owner's property under Chapter 91 of the Edinburg Code of Ordinances (Title IX, General Regulations). The animal-at-large prohibition treats any unrestrained dog on public property, sidewalks, parks, or another person's private property as a violation, regardless of whether the dog is friendly or under voice command. Animal Care Services (a division of Health, Code, and Animal Care Services) investigates complaints, impounds at-large dogs at the city shelter, and issues citations; reclaim requires payment of impound, boarding, and vaccination fees plus proof of current rabies vaccination. Dogs in city parks must remain leashed under Chapter 97 (Parks and Recreation) park rules; Edinburg's enclosed dog park areas are the only locations where voice-controlled off-leash play is allowed. Layered on top, Texas Health & Safety Code Β§822.042 requires owners of any dog determined dangerous after a Β§822.0423 hearing to keep the animal securely enclosed or restrained on a leash in the immediate control of a person at all times outside the enclosure, register annually, post warning signs, and maintain at least $100,000 in liability insurance. Failing to comply is a Class C misdemeanor escalating to Class B on repeat or injurious incidents under Β§822.045. Separately, Β§822.013 lets a person kill or restrain a dog attacking livestock or fowl, and Β§822.005 makes it a felony if a dog known to be dangerous causes serious bodily injury while at large. Edinburg also enforces tethering limits consistent with Texas Health & Safety Code Chapter 821 Subchapter F (Safe Outdoor Dogs Act, effective 2022), which prohibits restraint without adequate shelter, shade, water, and a tether of suitable length that does not cause injury. Aggressive off-leash incidents typically trigger both a municipal citation and a state-court dangerous-dog determination, with potential civil liability under Texas common law negligence and Β§822.005.
