Hidalgo County has no local vehicle-noise ordinance, but statewide Texas Transportation Code Sec. 547.604 requires every motor vehicle to have a working muffler and bans muffler cutouts. The Sheriff and DPS enforce this on county roads; loud stereos can also draw a disorderly-conduct charge.
While the county cannot pass its own exhaust-decibel rule, motor-vehicle noise is one area where a real state standard reaches unincorporated Hidalgo County. Texas Transportation Code Sec. 547.604 requires a muffler in good working condition and prohibits muffler cutouts, bypasses and similar devices - a statewide traffic offense enforced by the Hidalgo County Sheriff's Office and the Texas Department of Public Safety on FM roads and county roads. A booming car stereo can additionally be treated as unreasonable noise under Penal Code Sec. 42.01(a)(5). Inside city limits, municipal noise and cruising ordinances may add further limits, but the muffler requirement applies countywide regardless of jurisdiction.
A muffler-cutout or defective-muffler violation under Sec. 547.604 is a misdemeanor traffic offense with a fine up to $200. A separate loud-stereo disorderly-conduct charge under Penal Code Sec. 42.01 is a Class C misdemeanor with a fine up to $500.
