Edinburg, TX Animal Ordinances: Mandatory Spay/Neuter (2026)

Chapter 91 of Edinburg's code doesn't mandate spay/neuter for every pet in the city. Instead it runs a permit-and-fee structure: unsterilized dogs pay $10 a year for city registration versus $5 for sterilized dogs (cats run $5 either way), and keeping an intact dog or cat also requires a separate $50 annual intact animal license, per the fee schedule in Sec. 91.10.08. Any animal adopted from the city's animal care services facility must be spayed or neutered within 30 days, backed by a refundable deposit released only once the owner presents a spay/neuter certificate. The Edinburg Police Department's Animal Care Services division administers and enforces the chapter.
