Hidalgo County has no amplified-sound permit or decibel ordinance for unincorporated areas. Loud parties, quinceaneras and outdoor amplified music outside city limits are governed only by the state disorderly-conduct statute enforced by the Sheriff, not by a county sound permit.
Texas counties cannot license or cap amplified music the way cities do, and Hidalgo County has no such ordinance. An outdoor speaker or band on unincorporated ranch or colonia property is limited only by Texas Penal Code Sec. 42.01(a)(5), which criminalizes unreasonable noise near a residence one has no right to occupy. Under Sec. 42.01(c)(2), noise is presumed unreasonable above 85 decibels, but only after a magistrate or peace officer has already notified the person that the noise is a public nuisance. The Hidalgo County Sheriff's Office responds to complaints. There is no county event-noise permit. Inside McAllen, Edinburg, Mission, Pharr and other cities, the municipal noise ordinance and any special-event permit process apply instead of this state fallback.
The only enforcement path is Penal Code Sec. 42.01: a Class C misdemeanor with a fine up to $500, typically charged after officer notice to lower the sound. The county issues no amplified-music permits.
