City code makes it a public nuisance for an owner or keeper to keep more animals than the chapter allows, alongside failing to restrain animals or letting them create noise, bite, or property damage. An animal control officer or peace officer can impound the nuisance animals and cite the owner to municipal court; violation is a misdemeanor punishable by a fine up to $2,000. Owners must also provide fresh air, species-appropriate food, water, exercise, shelter, and needed veterinary care, and officers may seize animals without a warrant if a cruelty investigation shows delay would endanger the animal. Unlicensed boarding of dogs and cats beyond the legal number kept by a resident is a declared nuisance, summarily abated by seizing the excess animals.
