Recycling is standard across Ramsey County. At the system level, Ramsey and Washington counties adopted a joint waste-designation ("flow control") ordinance under the Waste Management Act (Minn. Stat. Ch. 115A) requiring that all trash collected in the two counties be delivered to and processed at the R&E Center in Newport, where recyclable metals and food scraps are recovered and the remainder becomes fuel for electricity. The state also bans yard waste (Β§115A.931) and certain materials from the trash stream.
Waste-designation compliance is enforced by the R&E Board against licensed haulers/facilities; residents comply by using their city's recycling service and keeping banned materials out of trash.
