Commercial-vehicle street parking is regulated by cities in Minnesota, not by Ramsey County. In St. Paul, Legislative Code § 157.11 governs larger vehicles: garbage, rubbish and recycling trucks may not park more than 30 minutes on private property, streets or alleys in residential (R and T) zoning districts, and commercial or overweight vehicles parked in violation are deemed illegally parked and unauthorized.
