Ramsey County sets no countywide street-parking rule for RVs or boats — your city does. In St. Paul, a large RV (22 ft+) may park on a street only 30 minutes, and a boat trailer must stay hitched and moves within 48 hours.
Street parking is a municipal function in Minnesota, so RV and boat-trailer rules come from your city, not Ramsey County. In St. Paul (the county seat), Legislative Code § 157.11 lets a registered recreational vehicle 22 feet or more long and 7 feet or more wide park on a street only up to 30 minutes; trailers, campers and boat trailers must stay connected to a towing vehicle and cannot sit on the same block more than 48 consecutive hours. On Ramsey County park property, buses, RVs, campers and trailers (except boat trailers) are not allowed in park lots; boat trailers must remain hitched and use a designated boat lot.
St. Paul RVs/trailers parked over the limit may be tagged, and unauthorized vehicles towed and impounded at the owner's expense.
