Minnesota Statute 624.20 excludes wire/wood sparklers (up to 100 grams) and other nonexplosive, nonaerial sparkling items from the banned 'fireworks' definition, so those may be sold and used by consumers. Everything else, including firecrackers, Roman candles, bottle rockets, and any aerial or exploding device, remains illegal under 624.21 without a display permit. The legal items may not be used on public property. Fireworks are regulated at the state and city level; Ramsey County itself sets no separate fireworks ordinance for its incorporated cities.
