All aerial fireworks (Roman candles, bottle rockets, mortars) and firecrackers are illegal for consumers statewide. Saint Paul may further restrict even legal types. Professional displays require permits from the state fire marshal. Illegal fireworks seizure and fines enforced by police and fire departments.
Possession of illegal fireworks: misdemeanor, up to $1,000 fine and/or 90 days jail. Gross misdemeanor for repeat offenses.
