Lynwood Municipal Code Section 13-2 requires a permit to remove or injure protected native, specimen, or landmark trees, and to prune landmark trees. The city engineer issues permits and may condition or deny them under set findings.
Under Section 13-2.11 (Ord. #1648), an owner applies to the city engineer on a city form for a permit affecting a protected tree, and pruning a landmark tree requires a permit to ensure ISA-standard work. A permit to injure or remove a landmark, native, or specimen tree cannot be denied if a listed finding is met, such as a public benefit, the tree is unlikely to survive, substantial hardship, or a replacement plan yielding greater canopy. Applications are granted, denied, or conditionally granted within fifteen working days of a complete application. Section 13-2.13 keeps all public tree removal with the city, and Section 13-2.14 exempts hazardous trees. Appeals go to the public safety, traffic, and parking commission.
Removing or injuring a protected tree without a required permit, or failing to follow permit conditions, violates Section 13-2.15, prosecuted under Chapter 1 (Section 13-2.22). Section 13-2.21 requires ten days' notice to abutting owners before removing a public tree.
