Lynwood's Water Efficient Landscape Ordinance (Article 25-45) encourages native and water-conserving plants on qualifying projects and discourages invasive species. Its tree ordinance separately protects five native tree species citywide.
Article 25-45 (implementing state AB 1881) applies to landscapes of 2,500 square feet or more for development and rehabilitated projects, and 5,000 square feet or more for homeowner-installed new landscapes. Section 25-45-9 directs plant selection toward protection of native species and natural vegetation, water-conserving plant and turf species, and trees chosen under the city tree ordinance. Invasive or noxious species are strongly discouraged, and a minimum two-inch mulch layer is required on exposed soil. Any plant may be used if estimated water use stays within the maximum applied water allowance. Separately, Section 13-2.2 protects five native tree species, coast live oak, canyon oak, Engelmann oak, California walnut, and Brisbane box, over eight inches in diameter.
Landscape plans that do not meet Article 25-45 water budget, plant, and mulch requirements can be denied at plan check or blocked from a certificate of completion. Injuring or removing a protected native tree without a permit violates Section 13-2.15.
